The enemies staying down for so little time honestly feels like an oversight since you barely even get much advantage out of it. The game gives you a whole lesson on using the boost moves to negate it but the negation is literally for a couple of seconds then they are back up using the same moves still Example being enemies that do the charge or that dodge stuff. Its not the part about dealing damage but stopping enemy and miniboss moveset which it was designed to use. I'm not entirely sure how you're clearing content without them. It's basically the most powerful mechanic in the game. How much more power are you looking for? If they're that tough on you, harass from afar and re-engage shortly when your BG is back up. It's literally free damage for a couple of seconds, often with little drawback or investment, and sometimes blocking a charge/spell/guard/evasion directly. Most are difficult to chain boosts more than 2x. Bosses aren't going to be chained that hard unless you're too powerful for the content, or there's heavy planning for it.
